On May 17th, 2025, Samuel B. Parker published an article at The Richmond Times-Dispatch entitled “City's new top watchdog has 'deep concerns' about predecessor's firing, email shows.” It details the conspicuous silence from top city officials regarding the sudden termination of Richmond’s former Inspector General James Osuna.

Parker reported (emphasis mine):

Council President Cynthia Newbille has not responded to requests for comment since Tuesday morning. Council spokesperson Steve Skinner has on two occasions said he would not comment on personnel issues.

This Lookout item was published on April 16th, 2026 to archive my Bluesky post about Parker’s story when it came out. For clarity, I’ve backdated this item to that date.
