On October 6th, 2026, Samuel Parker published an article in the Richmond Times-Dispatch entitled “After 2 citizens ejected from City Council for clapping, free speech org threatens legal action.” It details how council president and longtime 7th District member Cynthia Newbille’s censure and even removal of citizens for applauding during public meetings may run afoul of speech protections under the First Amendment.

Parker reported (emphasis mine):
