On May 10, 2026, Graham Moomaw published an article at The Richmonder entitled “Ahead of final budget vote, Council members praise overhauled process” It details how Mayor Danny Avula’s retooled budgeting cycle has pleased representatives of Richmond’s nine district representatives.

Moomaw reported (emphasis mine):

Council President Cynthia Newbille (7th District) could not be reached for comment for this story.

Newbille did not immediately respond to The Lookout’s request for comment on this matter. This post will be updated if/when she does.
